Subject: Coordination, Surveillance, and Unsafe Conduct at Gray Manor Kingston Property
This public notice is addressed to Byron Gray and Tracey Harris Gray of Gray Manor Kingston, LLC, and co-owners John Medlock, Paulette Moreland, Harold James Shelby, and Tatiana Young.
Let it be known that, as a lawful tenant and resident, I retain the full right to peaceful enjoyment, privacy, and safety while residing at your property. None of you has ever been obstructed, prevented, or harassed by me at the premises.
It is evident that our relationship as owner and tenant has become complicated and strained, but such difficulties do not justify the continued pattern of intimidation, surveillance, and orchestrated ambushes that have taken place around this property.
Incident Involving John Medlock
On November 8, 2025, around 1:30 PM, I returned from the Family Dollar store with a cart of groceries. While standing at the bottom of the staircase to avoid a collision with anyone coming down, I called up to the landing to confirm if anyone was present.
At that moment, John Medlock emerged from the upstairs apartment—one he owns but does not appear to occupy full-time—and stated, “I don’t want to be in your way.” He remained on the landing, observing who might come out of my apartment, explaining later that he was “waiting to see who came up the stairs,” as he and others appear to believe that someone besides my wife and I resides in our unit. That belief is false. We are the only lawful occupants of our apartment.
I also observed that Mr. Medlock’s timing coincided closely with my return, as if to monitor or confirm activity at my residence. This behavior contributes to a broader pattern of targeted observation and intimidation by individuals associated with this property.
Patterns of Suspicious Coordination and Unsafe Conduct
Over time, I have observed individuals—connected with both this property and nearby buildings—entering and exiting otherwise vacant structures to give the appearance of full-time occupancy. These actions may relate to financial or mortgage representations, though I make no legal determination here beyond noting their irregularity.
Due to these activities and the resulting security risks, I have been compelled to wear a body camera for my own protection and to maintain lawful video documentation of all activity surrounding my residence. This is done solely for safety and evidence, not for harassment or confrontation.
You are hereby formally requested to cease all coordination with community policing partners, nearby Family Dollar staff, and surrounding neighbors for the purpose of monitoring, stalking, or reporting on my movements to and from the property.
On recent occasions, groups of individuals have been observed stationed in garages and nearby homes, including men accompanied by attack dogs, creating a visibly unsafe and intimidating environment. By my observation, this organized presence involved approximately ten men positioned across multiple garages and houses, with several having direct access to the property. Such conduct constitutes harassment and reckless endangerment, and is now recorded as part of an ongoing public record of hostile activity.
Formal Notice and Legal Reservation
I hereby give formal notice that I will record and document all appearances, visits, and coordinated activity involving any of you or your affiliates at this location. This is within my legal right to protect myself and to preserve a factual record of all events relevant to my safety.
I request that no further ambushes, gatherings, or surveillance efforts occur while I continue to reside at this property. This statement is not a threat of any kind, but a lawful declaration and factual record of events that have compromised my right to safety and peace.
Your conduct has created an environment of hostility, fear, and bad faith, violating the principles of fair dealing and lawful property management. All actions described herein are entered into the public record as evidence of misconduct.
When the proper time arrives, all responsible parties will be held accountable through lawful and judicial means, and compensation will be sought for the emotional distress, lack of hospitality, and tenant rights violations suffered by me and my wife.
I reserve all rights and legal remedies under state and federal law.
